New Zealand Gambling Laws
The Department of Internal Affairs casino and non-casino gambling services help keep gambling in New Zealand fair and honest. The Gambling Group audits and investigates non-casino gaming activities, licenses all non-casino gaming and issues certificates of approval for casino employees. The casino inspectorate regulates all casino gaming activities.

The Problem Gambling Library collects resources on all aspects of gambling and problem gambling.
Strategy to Prevent and Minimise Gambling Harm 2022/23 to 2024/25
Since 1 July 2004, the Ministry of Health has been responsible for developing and implementing the ‘integrated problem gambling strategy focused on public health’ that is described in section 317 of the Gambling Act 2003.
Preventing and Minimising Gambling Harm: Practitioner’s Guide
The purpose of the Preventing and Minimising Gambling Harm: Practitioner’s Guide (Practitioner’s Guide) is to:
- clarify aspects of the service delivery for preventing and minimising gambling harm clinical interventions
- detail the screening and clinical practice requirements for service providers.
The term ‘provider’ refers to organisations that have a preventing and minimising gambling harm (PMGH) intervention service contract with the Ministry of Health.
Intervention client data
The intervention client data represents the number of clients who have received problem gambling treatment services and who have identified to the service provider a primary problem gambling mode causing them harm.
